1.1. Pursuant to the Arizona Procurement Code, A.R.S. §41-2501 et seq., the State of Arizona Department of Transportation (Department), has a requirement for a Motor Vehicle Division (MVD) Authorized Third-Party Electronic Service Partner (ATP ESP). MVD has prior successful experience of a unique public-private partnership between a Contractor and ADOT. 1.2. ADOT wishes to exclusively partner with only one Contractor to serve as MVD’s Authorized Third-Party Electronic Service Partner who will act as a contracting and paying agent, as well as provide technology solutions outlined in 1.3 for the Department. 1.3. The ATP ESP will provide support that enables online delivery of government services, as well as improved processes in both in-office and back office environments to provide better and faster customer experiences for the Department’s Motor Vehicle Division. The ATP ESP’s services will include Core Services that the Offeror must respond to in its proposal. In addition, Optional Services are also described.
