Specifications include, but are not limited to: A. Overview Evaluate and refine the mission, vision, goals, and guiding principles of the city’s arts practices and the Arts Commission. Set clear goals and implementation strategy for short-term, mid-term, and long-term priorities. Development of an identity or brand, which defines the unique character and purpose of the arts in Peoria. Recommend arts facilities (galleries, classroom, and performance spaces) and programs from similar size cities that have proven successful. B. Public Art and Placemaking Evaluate and recommend the following areas not limited to: Priorities and ordinances relating to the arts, placemaking, and integration of public art into new development. Identification of opportunities in Peoria to use public art and placemaking funding to improve the aesthetics and experience of parks, bridges, and other city-owned property. Identification of sites for future temporary and permanent public art projects, including “iconic” and “gateway” art placement and spaces for participatory art. Mapping of current permanently sited public art pieces and evaluation of the placement of art in public places. Provide site identification criteria or recommendations for placement of art. Analysis of the existing collection and recommendations for the evaluation of the existing collection and a collection strategy, as well as recommendations for a collection maintenance and conservation plan. Development of guidelines for inclusion of public art in public improvement projects Recommendation of criteria that provides direction to staff and the commission in determining allocation of funding for public art and placemaking. Description of current use and projected needs of Peoria residents regarding arts facilities and performing arts. Review Peoria’s arts grant program, its effectiveness, and recommended funding levels.
