Specifications include, but are not limited to: The Anchorage School District is looking to implement voluntary plans into its benefits portfolio. The District wants to provide eligible employees the option of purchasing voluntary benefits through payroll deductions by partnering with an entity that is able to provide accurate and efficient account administration, quality management reporting, and accurate and efficient billing and eligibility updates. The partner entity will provide superior customer service to plan members and to the District’s staff and will work to reduce administrative burdens on ASD staff. The partner entity will be responsible for developing and implementing a communications campaign to educate employees on available voluntary benefits which will be approved by the District in advance, and must provide a representative to attend open enrollment informational sessions, usually held one evening a week during the month of open enrollment. The successful offeror will provide District employees with voluntary benefits packages including Critical Illness, Accident, Hospital Indemnity and Short Term Disability Plans (Exhibit 2) with the option to purchase individually and/or as flat rate bundles where applicable. Employees will be able to select these benefits packages and have them paid for by payroll deductions. As consideration to District for taking on the administrative burden of allowing the payroll deductions for the voluntary benefits packages, the successful offeror will provide the District with a host of additional services at no cost, that will reduce administrative burden to the District overall. The successful offeror will have the ability to provide enrollment files that are compatible for upload to District systems. However, the successful offeror will not be given access to District computer systems. The successful offeror’s customer service hours and availability must reasonably correspond with the District’s business hours.
