Specifications include, but are not limited to: The Matanuska-Susitna Borough (MSB) is soliciting bids from qualified contractors to provide delivery of on-site instruction for one of or both Position Specific Incident Command System courses listed below to Borough and partner agency EOC and response staff. Contractor will be responsible for all transportation (to include rental car), lodging, meals and incidentals. Award will be made on the availability of funding. Courses to be taught: E0956: NIMS ICS All-Hazards Liaison Officer Course This course provides local and state level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective Liaison Officer on an All-Hazards Incident Management Team (AHIMT). Exercises, simulations, discussions, and a final exam enable participants to process and apply their new knowledge. Course Objectives: o Prepare for the duties, responsibilities, and capabilities of an effective Liaison Officer on an All-Hazards Incident Management Team o Course length approximately 16 hours. E0962-Plans Section Chief This course provides local and state level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective Planning Section Chief on an AllHazards Incident Management Team (AHIMT). These responsibilities fall into two categories: 1) managing the planning cycle, and 2) tracking resources and incident status. Exercises, simulations, discussions, and a final exam enable participants to process and apply their new knowledge on the following objectives: o Identify course objectives and position-specific resource materials for the position of Planning Section Chief. o Describe the function of the Planning Section and the roles and responsibilities of the Planning Section Chief. o Describe the function of the Resources Unit and the roles and responsibilities of the Resources Unit Leader (RESL). o Describe the function of the Situation Unit and the roles and responsibilities of the Situation Unit Leader (SITL). o Describe the information gathered from the initial meetings, briefings and documents. o Describe the purpose, timing and structure of each of the meetings, briefings and documents in the Operational Period Planning Cycle. o Identify key strategies for interacting with members of the Planning Section, members of the IMT, and personnel outside of the IMT. o Describe the responsibilities of the Documentation Unit and Demobilization Unit Leaders and the purpose of the Final Incident Package. o Course length approximately 25 hours.
