Specifications include, but are not limited to: Upon selection, the successful consultant shall work closely with City Staff to develop a detailed scope of work and project schedule. The central components and project-specific scope of work include: 3.01 Know the plan. Understand the goals and actions necessary to implement Phase 1 and the final Buildout phase of the Soldotna Riverfront Redevelopment so that project goals and potential opportunities can be effectively communicated and advanced. 3.02 Work closely with the City’s Economic Development and Planning Department and City Administration, to strategically plan for project implementation. Assist the City in the prioritization of near-term actions and investments to catalyze change. Identify project goals and objectives that can be implemented on a timely basis, and create and execute a project work plan for implementing Phase 1 that outlines the tasks, timelines, milestones, and resources required. 3.03 Organize and oversee the implementation of the Plan. 3.04 In partnership with City staff, administer and lead the recommended Implementation Oversight Committee. 3.05 Work toward identified Phase 1 activities and other plan priorities as opportunities arise. Identify and share new opportunities (timely partners, grant funding, etc.) with the City that may influence priorities and cause a new direction. 3.06 Proactively monitor issues, risk, execution and scope, to ensure the appropriate level of priority, visibility, and escalation of project elements are achieved. 3.07 Develop content and scope requirements for a Public Market analysis (size, uses, management, tenants, incubator effect, local businesses, etc.).
