Specifications include, but are not limited to: The Matanuska-Susitna Borough is requesting bids from qualified contractors to provide management services of the Landfill Water Quality Monitoring program at active and closed municipal solid waste landfills within the Borough. The purpose of the program is to monitor water quality at four (4) Borough area landfills, in order to comply with permit and regulatory conditions for landfill operations, and to identify any impacts on ground waters associated with the landfills. ; Provide responsible monitoring program management; Provide all equipment, supplies, and instrumentation needed to successfully complete all sampling activities; Comply with sampling methodologies and protocols as detailed in the ADEC-approved 2021 Quality Assurance Project Plans. Comply with requirements for groundwater monitoring as detailed in the ADEC-approved Solid Waste Disposal Permit No. SW1A007-26. (Attachment E). Provide long-term meaningful data through defensible documentation of quality assurance, quality control; Provide consistent methodologies in the field and the laboratory; Document trends for analysis and potential problem identification; Perform statistical analyses on data collected as required by Alaska Administrative Code 18 AAC 60.830; Maintain and update historical results databases for each site after each event.; Task 1: Water Quality Sampling: Perform sampling activities at the subject sites and locations and analyze samples for constituents in accordance with the projects QAPPs. Location-specific means and methods of sample collection are detailed in the QAPPs. It shall be the responsibility of the selected Consultant under this contract to provide all equipment, instrumentation, materials, personal protective equipment, field supplies and personnel needed to successfully complete the sampling activities in accordance with the QAPP’s sampling schedule and protocols. ATV, UTV, and snow machine are the only vehicles allowed on the Central Landfill trail system, the consultant shall be responsible to provide. The remaining three sites do not require an ATV, UTV, or snow machine. ; Task 2: Laboratory Services: Contract with an independent laboratory to perform all analyses required by the program. The laboratory will serve as a subcontractor to the Consultant and shall NOT be an integral part of the Consultant's immediate organization. With SWD Contract Administrator approval, multiple laboratories may be used if necessary. Through the contracted laboratory, analyze samples for constituents in accordance with Standard Accepted Laboratory Procedures. Compile field and laboratory reports and review for QA/QC. All subcontracted laboratories shall be ADEC or National Environmental Laboratory Accreditation Program certified to perform required analysis. All work and services shall be in accordance with the analytical methods specified.; Task 3: Water Quality Reporting: Review data collected from each water quality sampling round and submit a report for each round of sampling. Compile field and laboratory reports and review for quality assurance / quality control (QA/QC). Identify all deviations from accepted protocols or limits. Determine if the deviations affect the reliability or accuracy of the data. Provide program modifications as necessary to mitigate similar future deviations. The Consultant shall be responsible for any resampling or additional laboratory analyses to resolve deviations which affect the reliability or accuracy of the data or are rejected by the regulatory reviewing agency.
