A. Unmanned Aircraft System (UAS) i) Must have the capability to carry interchangeable payloads including camera options for: 1) high resolution color imagery, 2) high-definition video, 3) thermal or infrared imagery, 4) Light Detection and Ranging (LIDAR) data collection. ii) Must be a rotary wing (not fixed wing) drone capable of carrying various payloads iii) Must have: 1) a flight time of no less than 20 minutes, 2) rechargeable and interchangeable batteries, 3) possess a wind tolerance of at least 15 knots, 4) have a range of at least 1 mile. iv) Must be controllable using a handheld controller that is capable of rotating and maneuvering the UAS in both manual and pre-programmed flights. B. Camera and Payload i) Must be interchangeable between: 1) high resolution color imagery, 2) high-definition video, 3) thermal imagery, 4) infrared imagery, 5) LIDAR data collection. ii) Must be operable utilizing a handheld controller that can capture images and video manually as well as using a pre-programmed flight path. iii) Drone must be able to fly with a payload capacity of 3 pounds or more. The frame material, motor type and battery weight should be accounted for in this calculation. C. Controller i) Must allow for the capability to monitor image and video capture either from a built-in monitor or an attachment that allows for a tablet or smartphone. ii) Must be capable of controlling both the UAV and the camera through manual or pre-programmed flights. iii) Must be capable of supporting First Person Viewer goggles. iv) Must have battery options that are interchangeable and rechargeable. v) Flight Control System must contain stability and control algorithms for advanced maneuverability and safety. D. Deliverables i) Meeting the criteria listed in Sections 3A, 3B, and 3C above, the quoted package shall include the following equipment: 1) A drone unit, which is on the BLUE UAS Cleared List 2) FPV control unit 3) High-definition camera payload, any additional adapters, and case 4) Lidar Camera Payload, any additional adapters, and case 5) Thermal imaging camera payload, any additional adapters, and case 6) Multispectral sensor payload, any additional adapters, and case 7) Batteries with charging units to support minimum of 20-minute flight times with each of the camera payloads 8) Spare Propeller set, spare batteries, and spare parts 9) Hard travel case for the drone unit 10) Global Positioning System (GPS) ground station
