The Consultant will conduct the following minimum tasks: • Project Meetings. The Consultant will be expected to meet regularly with City staff, FAA representatives, and stakeholders to discuss project progress and direction. • Stakeholder Engagement. The Consultant shall support public and aviation user outreach, including collecting letters of support and operational input from airport tenants, operators, and pilots. • Document Review and Facility Inventory. The Consultant will review existing ALPs, CIP documentation, environmental records, lease boundaries, and prior grant files, and will compile an updated inventory of existing airport facilities and infrastructure. • Forecasting and Critical Aircraft. The Consultant will prepare a simplified aviation activity forecast and identify the airport’s critical aircraft in accordance with FAA guidance for lowactivity airports. • ALP and Exhibit A. The Consultant will prepare a full update to the ALP drawing set and a new Exhibit A property map that meets FAA SOP and CAD standards. • Environmental Review Coordination. The Consultant will identify environmental constraints, assist in preparing a Categorical Exclusion (CATEX) form, and coordinate with FAA environmental staff as needed. • Capital Improvement Plan Support. The Consultant will assist in preparing CIP datasheets and grant justifications to support FAA review and SOAR entry.
