Specifications include, but are not limited to: The term contractor(s) should be capable of completing all or part of the following duties: 1. Review all geologic and engineering data, technical reports, presentation materials, information, data, studies and evaluations to determine whether oil and gas operators are doing, or plan to do the appropriate technical work to develop Alaskan resources to maximize economic benefit and prevent waste of Alaskas oil and gas resources. 2. Perform due diligence technical review, numerical evaluations, calculations, derive estimates and perform reasonable research and document findings to satisfy the Division and the Citizens of Alaska that all reasonable efforts are being made to maximize and/or optimize the economic benefit and hydrocarbon recovery from reservoirs being developed in the State of Alaska. The types of reservoirs being considered are saturated and undersaturated oil reservoirs, heavy oil reservoirs, reservoirs with and without a gas cap, non-associated dry gas reservoirs, gas condensate and other gas dominated reservoirs. 3. Assist the Division with critically reviewing, testing, and/or building static and dynamic reservoir models to determine the distribution of in-place and recoverable hydrocarbons, the basis for determining equitable production allocations. 4. Review and evaluate discrete projects throughout the State including but not limited to conventional oil and gas reservoirs, coal bed methane reservoirs, gas hydrate reservoirs, source rock and tight sandstone unconventional reservoirs, and seeps of methane gas and crude oil in the State, both onshore and offshore and in various states of development maturity including potential fields, newly discovered fields, and mature fields. 5. Review and evaluate oil and gas Operators reservoir and geologic evaluation tools, technical evaluations, studies, development and/or depletion plans, and options including but not limited to: a. Review geologic data, 2D and/or 3D models and the interpreted distribution of geologic properties in the 2D and/or 3D models. b. Review engineering data, 2D and 3D models, simulation history matches, input, predictive cases, output, and results from mechanistic up to full field reservoir model studies with compositional features. c. Provide analysis of and make recommendations that maximize the production of all hydrocarbons for integrated multi-field production, including gas and water usage with existing and modified facilities. d. Perform reservoir evaluation calculations to validate and verify Operator conclusions, methods and results. e. Evaluate the technical merits, results, and methodology and make recommendations for improvement or changes to Operators technical work products. f. Review independent studies to validate work done by oil and gas Operators to ensure technical validity and reasonable accuracy of their work and its results.
