1. GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the FAR Circular: 2025-05 Effective Date: 08/07/2025 and HSAR effective 12/26/2024
This procurement is 100% set aside for small business concerns under NAICS Code 561790 with a size standard of $9.0 Million.
2. SOLICITATION DETAILS
- Solicitation Type: Request for Quotes (RFQ)
- Contract Type: Firm Fixed Price (FFP) Purchase Order
- Evaluation Criteria: Lowest Price Technically Acceptable (LPTA)
- Applicable Labor Standards: This contract is subject to the Service Contract Labor Standards Act. The applicable wage determinations for the performance area are attached.
3. DESCRIPTION OF SERVICES
The U.S. Coast Guard (USCG) requires roof and gutter cleaning services for residential housing units and associated structures located in Petersburg, Alaska. The contractor shall provide all labor, materials, and equipment necessary to clean the roofs and gutters of designated buildings, ensuring the removal of moss and debris while preserving the integrity of the metal roofs.
4. PLACE OF PERFORMANCE
The work will be performed at two housing locations in Petersburg, Alaska:
- Valkyrie Street: 1117, 1113, 1100, 1104, 1014, and 1010.
- Philbin Street: 102, 103, 104, 105, and 106.
- Garages: Three separate buildings located on Valkyrie Street between duplexes.
- Playground Covers: Two structures.
5. PERIOD OF PERFORMANCE
The contractor must complete all cleaning tasks within 45 days from the start of the contract.

7. GOVERNMENT-FURNISHED RESOURCES
No Government-furnished resources will be provided.
8. SUBMISSION REQUIREMENTS

Proposals must include:
- Firm Fixed Price quote for all services.
- A technical approach demonstrating the ability to meet the requirements outlined in the Statement of Work (SOW).
9. EVALUATION CRITERIA
Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. Award will be made to the responsible offeror whose proposal meets the technical requirements of the SOW and offers the lowest price.
