RFI Synopsis:
Request for Information about Commercially Available Helicopter Services in Alaska.

This posting is a Request for Information (RFI) from interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. It is not necessary to be able to cover every departure point and every site listed.
Currently, no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
REQUIREMENT:
The Department of Homeland Security, U.S. Coast Guard, Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) requests information on the availability of aircraft services capable of providing unscheduled transits to and from remote, unmanned sites in Alaska. Aircraft services must meet or exceed the following requirements:
PERFORMANCE SPECIFICATIONS:

Minimum weight: 2 people or 500 pounds

External Sling load: Yes

Could include any equipment or materials not able to be transported within the storage or seating of the helicopter

Minimum weight of sling load: 200 pounds

Capable of daytime Visual Flight Rules

Capable of Vertical Take Off and Landing up to 4000’MSL

Capable of overwater transit required to reach sites listed in Table 1
Departure Sites:
Flights will typically originate from Juneau Airport (JNU), Sitka Airport (SIT), Ketchikan Airport (KTN), Petersburg (PSG), Yakutat Airport (YAK), Valdez Airport (VDZ), Anchorage area airports (to include Merrill Field (MRI), Girdwood (AQY), Anchorage International Airport (ANC), Homer Airport (HOM), Dillingham Airport (DLG), Kodiak Airport (ADQ). It is possible a different departure point could be utilized as necessary. Table 1 below depicts the Rescue 21 Alaska sites grouped around various departure points listed above.

LOGISTICS SUPPORT:
Based on historical data, most flights would occur between April and November. Transportation to the above-mentioned sites could occur during the winter months as weather allows. Many flight requests will require the helicopter to remain onsite while the technician(s) completes work. Stand-by time will be required on a case-by-case decision made by the onsite government representative.

Interested parties are encouraged to submit a response which supports the company's claim that it presently has the capabilities required to satisfy the requirements or submit a response which identifies areas in the system requirements that are technically unachievable. The Coast Guard's requirement may be refined based on knowledge gained from RFI submissions. Specifically, any interested parties are requested to provide the following information:
