The FAA has a requirement for remediation of contaminated soil at two sites on the former FAA Station at the Summit Airport near Cantwell, Alaska. Below is an abbreviation of the statement of work and no attachments will be provided until solicitation:
The work consists of preparing a work plan for soil remediation and soil sampling in accordance with Alaska Department of Environmental Conservation’s (ADEC) of August 2024 Field Sampling Guidance, and Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites (ADEC March 2017), then performing the remediation of the soil and soil sampling in accordance with the approved work plan.
The contractor is requested to provide a detailed technical approach for how best to remediate a large volume of contaminated soil at a remote, but accessible, location. The remedial action needs to take place within a period of two summer construction seasons.
The Summit FAA Station is located approximately 200 miles north of Anchorage and 9 miles south of Cantwell, Alaska. The Summit airfield is accessed from the Parks Highway using a small gravel road. There are local lodging options in the town of Cantwell approximately 9 miles to the north.
The contractor is required to perform various field functions as related to contaminated soil remediation and groundwater sampling as described in the following sections.
The Contractor must coordinate all field activities with the FAA Project Manager. The FAA Project Manager requires a 14-day notice prior to the commencement of field activities. Any change from the approved project schedule also requires a 14-day notification. All factors regarding safety, security, and site access must be addressed with the responsible FAA Regional and District personnel to minimize potential conflicts. There is no on-site source for backfill for this project.
In order to better understand the market for this potential requirement, the FAA requests the following information from interested SEDB 8(a) certified vendors:
1. Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract)
2. Address
3. Point of Contact name, email address and telephone number
4. UEI Number
5. Relevant experience on similar projects within the last five years. Please provide specific contract numbers, contact names and email information to support claimed capabilities.
The System for Award Management (SAM) registration for interested Contractors must show that they are an active SBA certified 8(a) program participant or the interested Contractor must provide a copy of their SBA 8(a) certification letter in their response to this notice to be considered for inclusion in the future solicitation.

Failure to respond to this pre-solicitation with all of the requested information will preclude a Contractor’s ability to receive a copy of the future solicitation. Limit complete responses to no more than five pages. Information will not be released; however, mark PROPRIETARY on all documents submitted, as applicable.
