Specifications include, but are not limited to: The MOA is undergoing a dual Request for Proposal (RFP) path to decide whether to embark on an Enterprise Resource Planning (ERP) upgrade or an ERP replacement. The MOA is issuing this RFP for software and implementation services to replace our current ERP system and second RFP for implementation services for a software upgrade to our current PeopleSoft environment. The second RFP should be issued during the week of OCT 4, 2010. Our intent is to have a comprehensive analysis of the options available to the MOA for an improved ERP system that meets our business requirements, delivers savings, efficiencies to our organization and includes a thorough analysis of the 5 year total cost of ownership. The MOA intends to fund this project through debt services. We are looking for viable proposals that offer the most cost efficient methods of implementing the various solutions available and are open to alternative methods of delivery such as Software as a Service (SaaS) or external hosting. The purpose of this RFP is to solicit proposals from qualified software firms to provide the MOA with a turnkey state-of-the-art, fully integrated, ERP System. The selected vendor is expected to provide professional implementation services to include, but not limited to: preparing and providing the integrated software system, project management services, data conversion, ongoing support, and systems training. The system is intended to replace the current PeopleSoft ERP applications currently in place at the MOA. The ERP system is required to be an existing, integrated software system which incorporates the operational functions described in this RFP. The MOA is committed to implementing a commercial off-the-shelf (COTS) software system which will rely upon product configuration rather than product modifications. MOA plans to change its business processes and change management effort as part of the redesign of critical business functions. Implementation services are crucial to the success of this project, especially in approach, cost and the ability to prepare our users for the change a new ERP system will bring. Therefore this RFP will evaluate and score implementation services and software separately. Proposers may submit multiple software proposals with different implementers.
