Specifications include, but are not limited to: 5.1.1 Provide overall project management, including creation of a Project Management Plan, from predesign through construction completion. The Project Management Plan will include Change Management Plan, Cost Baseline, Procurement Management Plan, Quality Management Plan, Schedule Baseline and Management Plan, and all other necessary PM inputs using a state of practice Project Management Information System. 5.1.2 In coordination with TCC, schedule and manage regular meetings with TCC, the Architectural and Engineering Team (A/E), and the CM/GC, collectively referred to as the Project Team. Work collaboratively with the Project Team to meet project objectives and manage communications. 5.1.3 The PM will direct and manage Project Work to ensure A/E and CM/GC adherence to timelines, provide continuous Project schedule development, including adjustments based on the progress of work and specific recommendations for prioritizing and accelerating critical path items, advising TCC on matters pertaining to the overall project budget, and providing TCC recommendations on construction feasibility, availability of materials and labor, time requirements for installation and construction, and factors related to identification of long-lead items to facilitate the earliest feasible date for project completion. 5.1.4 Coordinate and assist with value engineering meetings with the Project Team and ensure CM/GC is implementing best construction practices. The PM is responsible for reviewing the impact of all project changes and the implementation of approved changes, including corrective actions, preventative actions, and defect repair. 5.1.5 The PM will manage, initiate, create, and maintain Project Documents and other pertinent report preparation, review, content recommendations, collecting and organizing contracts, reports, logs, and other supporting documentation necessary for project records. The PM is responsible for reviewing, reconciling and validating payment applications and invoices from construction contractors and A/E; ensuring compliance with prevailing wage and hour requirements (if required); close-out document review, including punch-list documentation; and other tasks and matters reasonably relating to the foregoing. 5.1.6 The PM is responsible for drafting the RFP and contract for FF&E and construction Commissioning services, subject to TCC’s approval; providing guidance and advice in decisions regarding equipment and furniture purchase; compiling responses and issuing addenda during solicitation of the FF&E and Commissioning contracts; and assisting in TCC’s decisions regarding the selection of of the solicited firms.
