This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the FAR Circular: 2025-05 Effective Date: 08/07/2025. and HSAR effective 12/26/2024
This procurement is 100% set aside for small business concerns under NAICS Code 326199 with a size standard of 750 employees.
The Government intends to award a Firm Fixed Price (FFP)contract resulting from this solicitation. The Government reserves the right to award to one or more vendors if it is determined to be in the best interest of the Government.
The USCG requires multiple pieces of playground equipment, rubber mulch for safety, a cloth barrier to lay under the mulch and material to construct an adequete barrier to contain the mulch. Line items and quantities for this requirement can be found in the attached Requirements document. Equivalent products meeting specifications will be considered.
Instructions to Offerors
Quotes must include:
- Pricing information (unit price and total price). Offerors are not required to price each line item, but must ensure that sufficient pricing information is provided to allow for evaluation of the quote.
- Technical information demonstrating the ability to meet the requirements.
Evaluation Factors and Methodology
The Government will evaluate offers based on the following factors: price, delivery time, durability, and fit to the existing playground footprint.
Delivery Time will be assessed based on the offeror's ability to meet or exceed the required delivery schedule.
Durability will be evaluated based on the specifications, warranties, and maintenance requirements provided to ensure the equipment can withstand heavy use and environmental conditions.
Fit to Existing Playground Footprint will be assessed to determine how well the proposed equipment integrates with the dimensions and layout of the existing playground.
The Government will use a best value tradeoff process, where non-price factors (delivery time, durability, and fit to the existing playground footprint) are significantly more important than price. The Government reserves the right to award to an offeror whose proposal is not the lowest-priced if the non-price factors provide greater overall benefit.
