1. The intent of this RFQ is to provide an excavator for 2 weeks, loader for 2 weeks, and three experienced heavy equipment operators for an estimated 4 weeks possessing experience operating loaders, excavators, and dozers. 2. Salcha Delta SWCD will be providing a wheel loader, excavator, and a dozer for the contractor to use. 3. The operator must be willing to be directed by Salcha-Delta SWCD engineer and the Bureau of Land Management project designer who will be onsite throughout the duration of the project. 4. The project will involve mobilization of equipment to complete the floodplain restoration of five acres and some instream structures at Nome Creek located on US Creek Road at MP 57 Steese Highway. (See attachment C for the project map). Equipment must be on site, ready to begin work on or before Monday June 9, 2025. The construction will involve direct instruction from the project engineer on project construction sequencing, riparian transplant excavation and placement, rock and wood placement techniques, and other aspects of stream reclamation using Natural Channel Design methods. 5. Work is scheduled to run 6 days a week Monday – Saturday from 7:00 am to 7:30 PM with a 30- minute lunch break. The tentative schedule is to work June 9th – July 3rd contingent on progress. The estimated completion date is July 3rd. The contractor equipment and operators shall remain on site until the project is complete or directed differently by Salcha Delta SWCD. Salcha Delta SWCD reserves the right to require an operator to be replaced based on work performance, safety concern, or punctuality. 6. The project includes reconstruction of the stream channel and associated floodplain using Natural Channel Design methods. The design includes floodplain grading, constructing new structures with rock and wood, and using riparian vegetation transplants and toe wood/rock to help stabilize stream banks and enhance fish habitat. 7. The contractor operators will be working in close proximity with a project engineer/ manager. Measurements are taken constantly during the construction. Safety is crucial. If the project engineers/managers feel unsafe working around an individual, Salcha-Delta SWCD reserves the right to require the contractor to replace an operator. 8. Riparian vegetation would be transplanted from existing sources within the project area with a wheel loader. 9. Rubber boots are highly recommended for all contractors on site. This is instream work, and it will be required to cross the creek on foot on occasion.
