Specifications include, but are not limited to: 1. The Contractor shall coordinate and attend construction observation, and special, substantial, and final inspection with the Design Engineer and the VSW project manager (PM). 2. The Contractor shall prepare, complete, and submit design clarification and variation requests (DCVR), change or substitution requests and submittals to the design engineer and the VSW PM. 3. The Contractor shall develop a Project Management Plan, which identifies Work Packages (deliverables) for the Project Scope. Budget, cost estimates, schedule and quality assurance/quality control shall be developed and monitored for the Work Packages. 4. The Contractor shall collaborate with VSW in order to execute the project including: a. Filling unskilled and skilled labor positions with community residents if available as required to complete the work, including assistance with developing work descriptions and qualifications. 5. The Contractor shall prioritize, develop, and monitor project work sequence, duration, and schedule in collaboration with the Department and stakeholders.
