The Haines Borough is soliciting proposals from qualified firms to provide comprehensive Owner’s Representative (OR) services. The OR will act in partnership with Borough staff, providing technical expertise, project management, quality assurance, stakeholder communication, regulatory support, and full compliance with Borough priorities and all applicable regulations. This phase of the owner representative services request will include bridging documents and RFP development for a Design Build firm selection for the full design and construction of the dock facility. This phase of owner representative services shall include concept development, including public and committee engagement, bridging document development, RFP development for design-build procurement, bid phase services, contract negotiation support, and permitting support. Construction administration and inspection services may be negotiated after design-build procurement
