Complete a comprehensive update to its Emergency Operations Plan (EOP). CBJ’s current EOP was last revised in 2016 and no longer reflects the community’s current risk environment, operational realities, or interagency partnerships. Since 2016, Juneau has experienced a series of significant emergencies, including destructive landslides, multiple record-breaking glacial lake outburst floods (GLOFs) and currently, record-breaking winter storms with heightened avalanche risk. These events, which include a Presidential Major Disaster Declaration issued through a joint state-tribal request in 2024, have highlighted the need for a modernized, consolidated EOP that provides clear, practical guidance for real-world operations. The primary goal of this project is to develop and adopt a single, authoritative Emergency Operations Plan that improves CBJ’s ability to coordinate effective emergency response across departments, partner agencies, and jurisdictions. The updated EOP must align with FEMA Comprehensive Preparedness Guide 101 (CPG-101) and the National Incident Management System, while prioritizing usability, clarity, and coordination under operational conditions. The updated EOP shall function as a single, consolidated, and operationally usable document that guides emergency response coordination across CBJ departments and partner agencies during real-world incidents.
