Specifications include, but are not limited to: The Matanuska-Susitna Borough (Borough) is seeking qualified professional engineering services to prepare a design for upgrades to the access points and to the roads leading into the Central Landfill near Palmer, Alaska. The existing access to the landfill is currently via 49th State Street for residential customers and via Chanlyut Circle for commercial traffic. Both access points experience issues with traffic queuing off site and commercial traffic has difficulty staying in lane when negotiating the corners. The Borough intends to make a transition to a new access point on the southwest side of the landfill, which is currently undeveloped. The conceptual plan, shown in Attachment A is an upgrade and eventual extension of Chanlyut Circle through the Valley Center for Recycling Solutions (VCRS) site and southward along the power lines to the new access location. Attachment B includes previous studies for reference including a traffic analysis, and a preliminary engineering report, showing a possible future connection to Trunk Road through the University of Alaska lands. The recycling center is located on Borough-owned land, and both 49th State Street and Chanlyut Circle are Borough-owned and maintained roads. The selected consultant shall provide survey and platting services, as needed.
