1. The requirements of this project shall consist of providing complete design services necessary to support exterior window replacement at Romig Middle School, 2500 Minnesota Dr. Anchorage, AK 99503. This qualifications-based selection focuses on the Prime Consultant as the responsible and contractual leader of a team. The Offeror will only identify required disciplines in the proposal. Once selected and given a Notice of Intent to Negotiate by the School District, the Prime Consultant Offeror will proceed with a qualifications-based selection of Sub-consultants. The School District will consult with the Offeror, reviewing and commenting on proposed Subconsultants as appropriate. The School District reserves the right to object to selection of Subconsultants based on considerations of cost, performance, special qualifications, and/or known workload relative to resources. The Prime Consultant is the project design coordinator and document quality control authority. Prime Consultant will review and verify deliverables prior to submission to Owner. Incomplete or lacking deliverables may be rejected. Owner will review complete deliverables for compliance and acceptance. 2. Planned Project Scope of Work: This project is funded by a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) grant. The District has been awarded phase 1 of the grant for development of the design and Benefit Cost Analysis (BCA) for the construction phase. a. Document review and site investigation b. Window replacement design c. Cost estimate for BCA and verification of phase 2 grant request amount d. Scope of Work and BCA to meet FEMA requirements: • Please provide information regarding the description of site seismic vulnerability, hazard impacts, and description of seismic design criteria. • Please include the intended level of seismic event that this project will be designed to withstand, as well as the residual risk remaining after the project is completed. • Please ensure a PE achieves a Benefit Cost Analysis with a BCR above 1.0 by using the suggested professionally expected damages. • Based on the cost of the project, it is allowable for a BCA narrative to be substituted for the software build. However, the BCA calculated will still need to achieve a BCR greater than 1.0, so we recommend that a P.E. still be used to find professionally expected damages, as modeled damages does not provide a BCR above the threshold. e. Assist the District is answering any additional questions from FEMA required to secure the phase 2 funding.
