Provide technical support for developing and updating ERMA® data layers in conjunction with a tabletop exercise for the Nome Alaska region. This is Year 3 of an overall effort focusing on transitioning key outputs — such as Arctic ERMA®, visual narratives, and a two-part tabletop exercise (TTX) into actionable tools for decision-making and training. This Phase will equip the Department of Homeland Security (DHS) and Homeland Security Enterprise (HSE) personnel to navigate multi-stakeholder conflicts, address policy complexities, and respond to evolving Arctic challenges, using Nome as a pilot. Deliverables include updated visualization tools, decision-support frameworks and training materials, all aimed at enhancing preparedness, response, and resilience in the Arctic. The full scope of work is a cooperative effort with the University of Buffalo; whereas, this RFP is for the ERMA® development aspect primarily, associated solely with USNH.
