Specifications include, but are not limited to: The overall objective of this contract is to construct and maintain winter access trails from existing gravel road infrastructure through DS2P (2P) to communities of Utqiagvik, Atqasuk, Wainwright and Point Lay. A map of the route is attached as Exhibit D and the Bureau of Land Management Right-of-Way grant is attached as Exhibit E. This community winter access trail (CWAT) will provide village residents with a safe mode of surface transportation for personal transport of building materials, vehicles and all-terrain vehicles, and other commodities that will bring economic benefit for residents and reduce risks associated with winter tundra travel between connected communities. To minimize environmental impacts to the tundra, the NSB desires combined use of consolidated trails rather than single use trails by independent operators. To this end, the initial portion of the tundra travel originating on the eastern end will utilize snow trails and/or ice roads constructed by oil and gas industry for movement of equipment in support of their exploration and development operations. Scheduling of caravan transits will need to be coordinated with industry representatives to avoid conflicts and impacts to their operations schedule. The NSB will make the distinction between residential transport of personal assets (non-commercial) and commercial transport of goods, mail and other commodities. For non-commercial transportation, the NSB will provide all necessary permits; obtain road use agreements for industry gravel roads, snow trails; and will assume associated liability for the CWAT infrastructure.
