Specifications include, but are not limited to: 6.1 PRE-CONSTRUCTION SERVICES 6.1.1 The CM/GC shall provide constructability reviews, value engineering suggestions, identification and mitigation of Project-specific risk, construction estimates, identification of subcontractors for site/civil, mechanical, and electrical work early in order to participate in pre-construction services, and help establish procedures for expediting and processing all Shop Drawings, Submittals, Requests for Information (RFl’s) and other documents. 6.1.2 The CM/GC shall provide those preconstruction services, identified in the attached Agreement, in a coordinated manner with TCC, the A/E, and Project Manager. During the Work, pre-construction services will overlap with construction services. 6.1.3 Because this approach encourages innovations and minimizes risk, the construction cost is expected to be less than a conventional design-bid-build project. The role of the CM/GC will be to construct the project within TCC’s budget. If the Project cannot be delivered within the allocated budget, TCC and the Project Manager retain the option to cancel the Project, reduce the scope, or deliver the Project by other means. 6.1.4 Early procurement of materials will be considered with the understanding that performing such early activities is not a guarantee of selection for final construction. Early activities must be independent and severable from the final construction as determined by the Project Manager. Those items or tasks can be completed and turned over to another Contractor if the Guaranteed Maximum Price (GMP) for construction is not accepted by the Project Manager and TCC. The CM/GC will advise the Project team regarding project phasing and/or early procurement of materials. 6.2 CONSTRUCTION SERVICES 6.2.1 TCC anticipates three bid phases for CM/GC construction phase services. CM/GC construction phases are anticipated to require GMP negotiations for foundation construction, structural building envelope/shell, and final construction. 6.2.2 Each Construction Phase shall commence upon TCC’s acceptance of the Construction Manager’s GMP proposal in accordance with the requirements in the attached Agreement. 6.2.3 The CM/GC will self-perform, subcontract, procure materials, and provide all means and methods to construct the Project, per the attached agreement.
