Specifications include, but are not limited to: The Department requires the services of a Consultant to explore the feasibility and cost effectiveness of utilizing common resources through the State of Alaska to institute a scalable, compliant and practical SMS program to all State airports. The planning process will focus on State owned Part 139 certificated airports with the inclusion of non-state owned airports at the discretion of the individual airport sponsors. Phase I is limited to research and planning. The Contracting Agency reserves the right to negotiate and add Gap Analysis, a SMS Manual, an Implementation Plan, Integration with Airport Certification Manual and Implementation however, is under no obligation to do so and may complete the services by any other means including the use of in-house forces.
