Specifications include, but are not limited to: observe and study Airport Way between the Steese Highway and the Fairbanks International Airport. The Consultant will make recommendations for developing future infrastructure improvements that are aesthetically pleasing, in conformance with engineering design standards, and minimize maintenance costs. The Consultant will analyze the need for access control features in the corridor and evaluate the feasibility of complete street and green street elements that give consideration to functional class, right of way and operational constraints. Recommendations will also be made on the existing infrastructure relating to acceptable modifications that would improve aesthetics while preserving required function. The Consultant will engage the public through public meetings and other means of communication, and seek input on aesthetic and functional design alternatives. A report will be produced that will serve as a vision statement and guide to DEPARTMENT designers tasked with delivering future Airport Way projects.
