1. Provide strategic management consultation on health and welfare programs including plan design, benchmarking, regulatory compliance, vendor evaluation and cost modeling. Be available, as needed, to answer questions and resolve issues regarding benefits, contract administration and service providers. 2. Serve as designated insurance broker of record for health and welfare programs; provide appropriate coordination between vendors and the District. 3. Conduct health plan analysis and benchmarking against comparable organizations to evaluate plan design, cost, and competitiveness as needed. 4. Assist with the development of long-term strategic planning with an emphasis on cost containment, plan sustainability and maintaining a competitive benefit offering. 5. Provide ongoing advisory support on health and welfare programs to ensure compliance with federal and state regulations. 6. Provide support for compliance issues, to include IRS & DOL filings. 7. Prepare and present financial reports to include year-end financial accounting, and analyze funding alternatives, as appropriate. 8. Prepare claims expense reports and analysis, plan utilization and paid premiums reports and identify and track any emerging trends. 9. Provide any necessary actuarial services/analysis of health insurance claims reserves, including projected funding needs. 10. Assist the District with ongoing maintenance of health and welfare plan documents, contracts, when necessary. Review contracts, plan documents, and amendments for accuracy and content when necessary. 11. Negotiate benefits-related insurance renewals in partnership with the District to obtain favorable cost and services with vendors. This may include meeting directly with insurance company underwriters and placing insurance as directed. Premium rates are preferred to be without commission or, if included, fully disclosed. 12. Assist in developing performance guarantees related to vendor performance and assist in the evaluation of performance. 13. Partner with the District to effectively manage vendors. Help resolve issues/disputes between the District and various vendors.
