Specifications include, but are not limited to: Commerce-RCA is soliciting proposals from qualified vendors to assist Commerce-RCA on an ASNEEDED basis with: (a) Public utility and pipeline carrier ratemaking (b) Utility and pipeline carrier depreciation analysis (c) Financial fitness and (d) Other issues involving utilities and pipeline carriers that impact the public interest. (a) Rate making and rate design for the following utility types (i) Electric utilities, (ii) Pipeline carriers, (iii) Natural gas utilities, (iv) Telecommunications utilities, (v) Water/wastewater utilities., and (vi) Refuse utilities. Planning (a) The Contractor shall draft a strategic plan for the project assigned for approval by the project manager to be used as the work plan for services to be provided under the contract. (b) The Contractor shall provide a cost estimate, personnel list, and time schedule for completion of each project assigned for approval by the project manager before work begins (NOTE: The timing of the work is to be performed at the discretion of Commerce-RCA. This work is not to be considered fill in or slow season work). (c) The contractor shall provide monthly progress reports regarding assigned projects for comparison with pre-approved cost estimates and schedules unless a different reporting schedule is agreed to by the project manager. (d) The Contractor shall notify the project manager of any changes to cost estimates, personnel, or schedules so that these modifications may be approved or rejected.
