The City of Fairbanks is soliciting bids from qualified contractors for the abatement and demolition of a hazardous residential structure with hazardous materials present. The work includes hazardous material removal, full demolition of the structure, capping of all utility connections, debris removal, and backfilling of the foundation site. Scope of Services: A. Site Assessment and Permitting; a. Conduct a site inspection prior to mobilization. b. Obtain all necessary permits for demolition and hazardous material abatement. c. Notify applicable regulatory agencies (e.g., DEC, EPA) as required. B. Hazardous Materials Abatement; a. Identify, handle, and lawfully dispose of any hazardous materials, including but not limited to: i. Asbestos-containing materials (ACMs); ii. Lead-based paint (LBP); iii. Raw or residual sewage; iv. Contaminated insulation or other regulated materials; b. Work must be performed by certified personnel following federal, state, and local requirements. C. Utility Disconnection and Capping; a. Confirm that all utilities have been disconnected. b. If any utilities are still attached, coordinate with utility providers to disconnect and permanently cap all utility services. c. If there is a fuel tank, this must be decommissioned. D. Structure Demolition; a. Demolish the entire residential structure. b. Protect neighboring properties, adjacent waterway and infrastructure during demolition activities. c. Take appropriate dust and odor control measures. E. Debris Removal and Disposal; a. Remove and properly dispose of all demolition debris, including foundation materials. F. Foundation Backfill and Site Restoration; a. Fill the excavation area with clean, compacted fill material to match surrounding grade. b. Grade and level the site to promote proper drainage. c. Ensure the site is free of hazards upon completion. G. Final Inspection and Documentation; a. Schedule a final walkthrough with City staff upon completion. b. Submit a report documenting: i. All abatement procedures; ii. Waste manifests and disposal records; iii. Proof of utility disconnections and capping; iv. Final site condition with photos; H. General Requirements: a. Contractor Responsibilities: i. Furnish all labor, tools, equipment, materials, and transportation necessary to complete the work. ii. Adhere to all OSHA, local, and Building codes. iii. Maintain a clean and safe work environment at all times.
