Specifications include, but are not limited to: The following Services shall be provided under a contract awarded as a result of this RFP on an as-requested or as-needed basis: 1.2.1. On behalf of and as directed by the DOI, the contractor will provide insurer investments examination services for all types of insurers. As such, the contractor will provide one or more of the following services upon the request of and as directed by the DOI: 1.2.1.1. Conduct investment examinations of insurers in accordance with the Market Regulation Manual of the National Association of Insurance Commissioners (NAIC), the NAIC’s Financial Condition Examiners Handbook , the NAIC’s Accounting Practices and Procedures Manual, and DOI regulations and instructions. 1.2.1.2. Perform advanced specialized reviews of examination workpapers. 1.2.1.3. Review broker/dealer activities, investment registration, investment policies, depository agreements, and investment holdings to ensure compliance with applicable laws and rules. If the insurers have investments in subsidiaries, the examination will include the evaluation of the carrying value of such investments in accordance with prescribed or permitted statutory accounting principles, which include those found in the Alabama Insurance Code, Alabama Insurance Regulations, and the NAIC’s Accounting Practices and Procedures Manual. 1.2.1.4. Perform investigations for possible civil and criminal violations relative to investment practices. 1.2.1. 5 . Such other services within the scope of the described services as may be determined by the DOI. 1.2.2. The DOI expects the examinations will relate to selected insurers covering three to five year periods ending December 31, 201 9, and December 31, 2020. A copy of all documentation relative to the task assigned will be provided at the date of assignment. 1.2.3. As may be necessary in the context of a particular examination, Contractor shall coordinate the activity of all National Association of Insurance Commissioners (NAIC) zone examiners. 1.2.6. For each examination, the contractor will prepare an examination report in accordance with the NAIC’s Market Regulation Manual, the NAIC’s Financial Condition Examiners Handbook, the NAIC’s Accounting Practices and Procedures Manual, and directions of the DOI. As may be necessary in the context of a particular examination, Contractor may only be required to provide a written report of findings to be incorporated into the report of examination of the insurer. 1.2.7. As may be necessary, Contractor shall make available one or more knowledgeable representatives to provide testimony and evidence in any administrative or court hearing or proceeding arising from Services performed by Contractor. 1.2. 8 . The contractor shall use TeamMate®, a Wolters Kluwer proprietary software system designated by the DOI for workpaper preparation. At its expense, the contractor must have or acquire a license to use the system. The contractor must enter into, or have previously entered into, a confidentiality agreement with the DOI (Exhibit “B” attached) confirming the manner in which the contractor will use the TeamMate® software system.
