Specifications include, but are not limited to: Monitoring of Adult Facilities: Maintains and updates the monitoring universe of all facilities, both secure and non-secure, that with the potential to hold youth pursuant to public authority in Alabama. Conducts site visits to all Adult jails and lockups and court holding facilities every three years. Conduct s periodic visits to other facilities such as non-secure law enforcement facilities to verify continued non-secure status. Ensures receipt of “Secure Custody Reports” on a monthly or quarterly basis from all secure facilities and reviews them to determine each facility’s compliance with the core requirements of the JJDPA. Training and Technical Assistance: Develop s and produc e s training materials relating to the current regulations for detaining juveniles within the facilities identified in the monitoring universe. Provide s periodic training and technical assistance for law enforcement staff, court personnel, and other parties as needed or requested. Provid e s more intensive training for the administrators and staff at individual facilities that experience negative findings during on-site visits or that report negative data in their “Secure Custody Reports” throughout the year. The monitor will develop and deliver corrective action plans to assist those facility administrators and staff with correcting issues regarding noncompliance with the core requirements of the JJDPA.
