Work to include window washing services for all exterior windows and designated glass areas in Jefferson County Facilities listed in Appendix A on page 39. Windows will be washed on a Jefferson County/General Services requested basis. QUALIFICATIONS 1. Bidders must have been in the Window washing industry for a minimum of three (3) years and have access to equipment that will allow the bidder to wash exterior windows up to 260 feet above the ground level. 2. Bidders must provide an E-Verify document. WASHING SPECIFICATIONS 1. Quality of Work: Windows shall be washed clean and free of streaks, smears, and visible soap residue. Accumulated dirt, paint specs, or other foreign debris must be scraped from windows. Frames shall be scrubbed to remove all dried dirt, insects, debris, and other materials so as to be considered clean by Jefferson County representatives. Windowsills shall be washed clean, and all drippings wiped dry. 2. Contractor Supplies and Equipment: Vendor must furnish all equipment and supplies needed to carry out the window washing services specified at no extra cost to Jefferson County. All equipment and supplies used must be capable of performing all operations in accordance with specifications. Vendors is responsible for the transportation of all materials to and from roofs. 3. Equipment and Supplies Safety: Prior to start of work, all Vendor equipment shall be safety checked to conform to all applicable State of Alabama laws, rules, and regulations. Jefferson County reserves the right to request the removal from the work site any supplies and/or equipment it deems does not meet the aforementioned codes or regulations. In addition, it may request the halt of any unsafe practices observed in carrying out the contracted service. This will in no way relieve the Vendor of complying with the wash schedule. 4. Working Environment: Vendor will keep all work site areas clean and free of debris and all trash will be removed daily from work site areas. Public restrooms inside facility being serviced may be utilized during normal business hours. Stairwells and service elevators maybe be utilized (where applicable) to access roof areas. 5. Material Safety Data Sheets: Prior to starting, Vendor must provide Material Safety Data Sheets (MSDS) for all products used on site. 6. Safety for Overhead Work: Window washers shall close off area(s) and post signs indicating the area(s) are closed to pedestrian traffic when working over entrances, traveled walkways or any area where people might cross below workers. Signs should indicate that personnel are working above. All equipment, apparatus, or rope coils on the ground level shall also be marked off with cones and signs warning pedestrian traffic. Vendor shall provide safety cone and signs. When permits are required, Vendor shall procure applicable permits from the cities where the buildings are located at no cost to Jefferson County. 7. Damage: Vendor shall notify Jefferson County of any existing deterioration in windowsills or frames. Any damage to windows, buildings, and equipment. Vendor shall be responsible for replacing, at no cost to Jefferson County, all windows, seals, and any other damages caused by the Vendor’s personnel during the completing of services under this request for bid. The vendor’s personnel include any personnel subcontracted by the vendor for the completion of services under this request for bid. Vendor shall be responsible for roof protection and any damage caused by failure to provide adequate protection. Prior to beginning services, facilities managers will conduct a site inspection for any preexisting damage. Vendor is responsible for noting any issues that may cause concern during this inspection. 8. Washing Times: Windows are to be washed on a Jefferson County/General Services requested basis. Vendor is to coordinate washing times with the building contact person.
