Please note: This is a Sole Source Notification. • Environment –24th Circuit Public Defender • Requirements – o Must be a legal resource tool featuring primary law and legal analytics utilizing a comprehensive collection of caselaw, statutes and regulations. o Must be a citator service that utilizes artificial intelligence (AI) in its system and be able to give multiple users the ability to perform queries on a wide range of topics in criminal and civil law o Must provide Shephard’s Citations Service to assist in determining good law by covering the complete spectrum of editorial analysis, from very negative (overruled) through mild negative (distinguished) to true positive (followed) o Must have a research tool whereby a user can select a specific passage within a case, then the tool lists cases citing the issue o Must be able to support legal research topics by providing reports including definitions; elements; links to seminal cases, codes and secondary sources further analyzing the issue; burden of proof; and standards of review o System must be able to provide case headnotes containing language directly from court opinions o Must be able to see the citing relationship between cases in the search results and graphically present top results from the search o Must use artificial intelligence (AI) approach to interpret searches and mine answers. Query must utilize machine-learning technology to understand query and also have the ability to suggest a natural-language question. Additionally, tool must be able to anticipate research path to assist in providing relevant search results o Must utilize analytics and docket coverage to provide data-driven insights into behaviors and trends of court professionals; furthermore this research, guidance, and analysis must be available as a single workflow.
