INTRODUCTION
The Army Contracting Command—Redstone Arsenal (ACC-RSA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Production, Engineering, Technical, and Logistic Support Services for the AN/APR-39 Radar Signals Detecting Set (RSDS).

PROGRAM BACKGROUND
This sources sought notice has been initiated in response to a requirement for Production, Engineering, Technical, and Logistic Support Services for the AN/APR-39 Radar Signals Detecting Set (RSDS).
The AN/APR-39 RSDS (hereto for called RSDS) is a passive radar warning system that receives, processes, and displays threat information resulting from aircraft illumination by radar guided systems. The system is a component of the Army's Suite of Aircraft Survivability Equipment (ASE) and is used to protect Department of Defense (DoD) rotary-wing and fixed-wing aircraft. The RSDS is vital to force protection and provides warnings to pilots of threats from surface-to-air missiles, air-to-air missiles, and antiaircraft artillery. The RSDS has growth potential to augment the passive situational awareness information with active countermeasures.
REQUIRED CAPABILITIES:
PRODUCTION
The Contractor shall possess the capability and demonstrated experience to produce, or manage the production of, both legacy and future versions of the RSDS.
ENGINEERING AND TECHNICAL SERVICES
The Contractor shall possess the capability to provide engineering and technical services support to both legacy and future versions of the RSDS. The Contractor shall possess demonstrated experience in supporting current and legacy versions of the RSDS.
LOGISTICS SUPPORT
The Contractor shall possess the capability to provide fielding, repair, and sustainment support for legacy and future versions of the RSDS.
FOREIGN MILITARY SALES SUPPORT
The Contractor shall possess the capability and demonstrated experience to provide Foreign Military Sales support of RSDS to international customers.
CONFIGURATION MANAGEMENT
The Contractor shall use the latest USG-approved version of the RSDS Configuration Management Plan to support development, integration, and test specifications.
INTERFACE CONTROL DOCUMENTATION
The Contractor shall use existing baseline interface documents, to include system/subsystem interface control specifications, mechanical interface control documents, and A-Kit drawings, to ensure that the system designs are compliant with aircraft electrical and mechanical interface designs.
PLATFORM INTEGRATION ENGINEERING SUPPORT
The Contractor shall possess a demonstrated capability to support RSDS integration on Army Aviation platforms. This support shall include all required research, analysis, design, development, testing, fielding, and sustainment.
SUBMISSION DETAILS
Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than Font Size 10. All responses to this Sources Sought shall be electronically submitted, via e-mail, no later than 27 January 2026 at 1700 CST. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
This documentation must address at a minimum the following items:
- Organization name, address, CAGE code, UEI number, DUNS number, primary points of contact (POC) and e-mail addresses, website, telephone number, and type of ownership for the organization.
- Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
- Company History: A one page history to include previous major products and primary customer base.
- Past Experience: List company’s experience within the last five (5) years for work of a similar size, type, and complexity as described above (include contract number, type of contract, dollar value of contract, Government POC with knowledge of performance (POC must be current and reachable)).
All data received in response to this Sources Sought Notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Submissions will not be returned to respondents.
