The City is requesting proposals from certified, licensed, and insured Lead-Based Paint Abatement Contractors to address certain lead-based paint components found on the exterior and interior of Carver Hall, located at 505 Martin Luther King Boulevard. The Contractor must be licensed to perform lead paint abatement work in the State of Alabama. The Contractor is also required to have a State of Alabama General Contractor’s License. G.W. Carver Hall was constructed in 1939 as an annex to a school building. A recent lead risk assessment conducted by the City identified lead-based paint hazards that require abatement for the health and safety of occupants. All work shall be accomplished in strict accordance with the specifications herein. The Scope of Work includes, but is not limited to, the following activities: • Mobilization and Demobilization: Safely establish and dismantle containment areas, including airlocks and decontamination units. • Lead-Based Paint Removal: Removal of lead-based paint from designated surfaces using approved and safe methods (e.g., wet scraping, chemical stripping, HEPA-equipped tools). Open flame burning or torching is prohibited. • Encapsulation/Enclosure (if applicable): Application of encapsulants or construction of enclosures to safely contain lead-based paint hazards as determined by the specifications. • Waste Management: Proper handling, storage, transportation, and disposal of lead-based contaminated waste materials in accordance with all federal, state, and local regulations.
