Specifications include, but are not limited to: 1. TYPE & APPLICATION: All stamps furnished under these specifications shall be genuine layer-built stamps of approved quality, consisting of not less than five impressions including safety tint lettering and stamps shall be produced by the lithograph and/or intaglio process. Stamps shall be FUSON or equal and be suitable for machine application with heat to the receiving surface. Stamps shall adhere satisfactorily to cellophane and paper and shall be suitable for use in machines presently in use within the State of Alabama. Bidder shall furnish with their bid cancelled samples of stamps specified herein, and list States presently using their stamps for machine application. Vendor shall also list the States presently using their machines for applying said stamps. 2. PRICE: Bidders shall submit net prices per thousand stamps, manufactured and packed according to specifications, F.O.B. Destination. 3. SIZE: Stamps shall measure approximately 7/16 inch x 7/16 inch. 4. PAPER: Stamps shall be made on unique, safety tinted mill controlled colored paper furnished by the contractor. The name of the manufacturer of the paper stock shall be furnished with the bid. Contractor shall render an accurate accounting of all paper used in the production of stamps, including spoilage and verify such accounting record by affidavit to Madison County. The base paper for stamps shall contain identifiable protective features which will at once permit analysis to establish its authenticity. The base paper shall contain fibers which under ordinary daylight are not distinguishable from the remainders of the fibers in the base paper but shall become brightly fluorescent when exposed to the rays of ultraviolet light. This fluorescence shall be a permanent effect whenever tests are made and shall not be fugitive. If bidder offers anything other than this type of paper, Madison County reserves the right to decide whether or not such paper will meet its requirements. Paper shall be processed with a special safety tint reading and shall be arranged and printed so it cannot be photographed on the colored paper. The safety tint lettering for stamps shall be printed to appear on the face of the stamp, and also appear on the paper between the stamps. The safety tint shall transfer with the machine applied stamps and the lettering extending beyond the edges of the stamp shall also transfer with the stamp.
