2.1 DESCRIPTION OF MHA Mobile Housing Authority is an asset management and affordable housing agency which is authorized to administer federal, state, local and private housing assets and resources and provide those resources largely to low- and moderate-income families. Mobile Housing Authority provides those resources primarily through: (i) the management of approximately 1,292 units of affordable located in eleven (11) communities within the City of Mobile, Alabama and in other portions of Mobile County, Alabama; (ii) the management of approximately 4,500+ Housing Choice Vouchers supported by the U.S. Department of Housing and Urban Development (“HUD”); (iii) the management of several mixed-income mixed-finance communities; (iv) redevelopment and repositioning strategies and initiatives; (v) other anticipated real estate, acquisition and development activities; and (vi) the delivery of economic and life style independence services to low and moderate income families. Mobile Housing Authority is also affiliated with several non-profit and for-profit companies, many of which assist in the ownership, management or service delivery to families of MHA’s rental or homeownership units. MHA’s annual financial resources approximate $53+ Million. The Mobile Housing Authority currently has 78 employees. 2.2 DESCRIPTION OF SERVICES The successful proposer shall, at its expense, install and maintain the equipment (washers; dryers) at each noted site. Equipment shall either be new or reconditioned, and shall be maintained by the successful proposer, in working order and professional appearance. Equipment not operating properly (e.g. broken) must be repaired/replaced within one (1) work day of notification received from the MHA (e.g. unless otherwise approved by the MHA in writing, such notice received by the successful proposer on a week day--Monday-Thursday--shall be addressed, solved and concluded--repaired--by the next business day; notice received on a Friday shall be addressed, solved and concluded--repaired--by the next business day, typically a Monday unless a legal holiday). The Contractor shall supply such goods, technical and business services and/or activities as may be necessary to fulfill the requirements of this solicitation. In the delivery or performance of the goods and technical and business services, the Contractor shall use its best efforts to provide the goods and business services set forth in the Contract (and any resulting Task Order and Notice to Proceed) and such goods and services shall be delivered timely and in good workmanlike fashion employing the Contractor’s best efforts to complete the goods and services in the best and soundest way and in the most expeditious and economical manner consistent with the interests of MHA. Moreover, the delivery of the goods and services shall all comply with the laws of the United States, applicable regulations and standards of the U.S. Department of Housing and Urban Development (“HUD”), and all applicable state, county, city and local codes and ordinances.
