This request for qualification shall be presented as outlined herein. Phase I is to evaluate the current and future needs of the ASVMC in North Alabama. To work with the owner to develop initial schematics for the Master Plan and Initial construction, including but not limited to the design to accommodate 800 in-ground cremation sites, 960 Columbarium Sites, 100 Memorial Wall Sites, 2,800 Pre-Placed Crypts, storm drainage, roadways, sidewalks, fencing, section markers, Cemetery signage, Memorial Walk, watering stations, trash receptacles, Committal Shelters, Administration building, and Maintenance facilities, and public event facilities. (Exhibit A) All aspects of the new Cemetery development will be in compliance with the to be adopted Master Plan design, all NCA design regulation, all State Division of Construction Managment development requirements, and to the needs and standards of the ADVA. The schematic design shall include topographic, utility, and landscape surveys; graphic/narrative descriptions of the site and vicinity; site analysis plans including any needed coordination for historical preservation with the Alabama Historical Commission; and a geotechnical soil survey, as well as other related drawings and services, 2025-028 12/12/2025 as needed. Phase II will consist of working with the owner to develop design documents for the new infrastructure needs, design aspects of the structures, flag pavilion, signage and grave site development. Phase Ill will consist of coordination of the bidding process to select a qualified contractor and to provide administrative services for the construction of the entire project. The selected A/E firm is expected to prepare and submit to the ADVA and Veteran Cemetery Grant Program (VCGP) the documents identified in the "Submission Requirement Post Master Plan and Project Close-out.” The services outlined in this advertisement are conditioned on the availability of ADVA funding for this project. The owner reserves the right to evaluate the findings of each phase and verify funding prior to entering into each succeeding phase. The VCGS also must approve each phase of development prior to proceeding into each succeeding phase.
