The Federal Bureau of Investigation (FBI) requests contract support to provide comprehensive airborne communication services to include in-flight broadband internet, satellite connectivity, and voice communication for aircraft. Services to be provided include air-to-ground (ATG) network, high Earth Orbit (HEO) satellite communication (KA-band, KU-band), Low Earth Orbit (LEO) satellite connectivity (including Starlink, Starshield, and Galileo), and Iridium satellite voice services. The goal is to ensure reliable communication capabilities for the aircraft operating within various geographic regions, including remote and over-water areas.
This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited.
The purpose of posting this sources sought is to locate experienced service providers capable of providing the following services and capabilities:
- Internet Service: High-speed internet connectivity via ground or satellite for aircraft, ensuring minimum bandwidth thresholds are met for operational and passenger use.
- Air-to-Ground: ATG network to provide in-flight broadband service for aircraft, ensuring minimum bandwidth thresholds are met for operational and passenger use.
- Satellite Communication:
- HEO (KA-band, KU-band): Continuous communication coverage with high-throughput satellites.
- LEO (Starlink, Starshield, Galileo): Low-latency and reliable communication in remote and hard-to-reach regions.
- Iridium Satellite Voice: Reliable voice communication via Iridium’s low-Earth orbit satellite network, capable of operating in all global regions.
- Installation: Full installation of the required satellite communication systems, including any onboard antennas, modems, routers, and other necessary equipment.
- Maintenance: Ongoing maintenance and support of communication systems, including regular diagnostics, troubleshooting, and upgrades.
- System Monitoring: Continuous monitoring of communication systems to ensure uptime and quick resolution of any service disruptions.
The FBI is interested in obtaining information from industry, both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) Code anticipated for this requirement 517410 – Satellite Telecommunications and small business size standard in number of employees for the selected NAICS is $32.5M.
