Specifications include, but are not limited to: General Requirements for Powder Activated Carbon (PAC); 1. The PAC to be supplied shall be virgin, powdered, and manufactured from lignite, reagglomerated sub-bituminous coal, or reagglomerated bituminous coal combined with suitable binders. Peat, wood, or coconut based PAC will not be accepted. 2. The PAC shall be suitable for use in a potable water treatment plant and shall be effective in the removal of naturally occurring organic matter in the form of Total Organic Carbon (TOC) and/or Dissolved Organic Carbon (DOC). The PAC shall be visually free of clay, dirt, and deleterious material. 3. The PAC shall be for the treatment of potable water supplies and shall conform to the requirements of the most current edition of AWWA B600 and other requirements as set forth herein. 4. The PAC shall contain an orthophosphate buffer to help minimize scaling due to mineral hardness typically found in surface waters. 5. For safety and security reasons, all activated carbon shall be manufactured from lignite, reagglomerated subbituminous coal or reagglomerated bituminous coal mined in North America. It shall be manufactured into activated carbon in the United States and supplied directly to the Owner by the Manufacturer in accordance with the following requirements: ▪ Each plant of manufacture shall be a restricted access facility. ▪ The supplier shall be in complete control of manufacturing, milling, loading/packaging, and finished product quality from the time that the raw coal material enters the plant until the finished product is shipped to the customer. ▪ The supplier shall be certified to ANSI/NSF Standard 61 at the activation plant (not at a warehouse or re-processing facility). The supplier shall be the same company listed by UL or NSF under Standard 61, with the plant site identified and the raw material specified to enable auditing of the facility as well as independent sampling and analysis of finished products. Plant quality assurance data and supply train tracking shall be provided upon request. ▪ The supplier shall manufacture potable grade activated carbon at its own facility, performing all processes normally associated with carbon activation (including, but not limited to, screening or milling, packaging or loading, etc.) at the same site, under secured and monitored access. No part of the production process shall be subcontracted or in any way performed outside of the control of the supplier. 6. Material quality and testing results shall be submitted to the Owner for review and approval prior to delivery of the PAC. Manufacturers test reports shall include the following information: • Manufacturer’s Name • Material Source and Manufacturer Plant Location • Date of Sampling • Lot or Stockpile Number Identification • Demonstration of Compliance with Physical Properties and Specifications 7. Bulk deliveries shall take place in trailers sealed by numbered security seals at every trailer opening, allowing the Owner to inspect the seals, verify the correct numbers, and ensure that the shipment was not tampered with during transit. Dedicated bulk carriers shall be used for product deliveries: • Utilizing trailers intended for the transport of activated carbon designed for use in potable water or • Trailers that have been used for the transport of food grade materials and have been triple-washed prior to the transport of activated carbon.
