CITY OF LIVONIA WATER MAIN REPLACEMENT PROGRAM
WESTFIELD AVENUE AND HARRISON ROAD
Sealed proposals for the Westfield Avenue and Harrison Road Water Main Replacement
project will be received by the City of Livonia via the MITN website (www.mitn.info) until 2:00
P.M., Local Time, on Tuesday, April 16, 2024. At which time the bids will be recorded by the
Purchasing Manager and the City Clerk. Bid opening results will be conducted via Zoom and
posted to the MITN website. Physical bid submission will not be accepted. Late Bids will not be
considered.
A mandatory pre-bid meeting is scheduled for Tuesday, April 2nd, 2024 at 10:30 a.m. to be
held at the City of Livonia DPW, #12973 Farmington Road, Livonia, Michigan 48150.
Bidders, or their representatives, must attend the pre-bid meeting to be eligible to bid on
the project.

Instructions to bidders and specifications may be obtained by registering with the Michigan
Inter-Governmental Trade Network (MITN) at www.MITN.info.
Proposals must be submitted on forms furnished by the Director of Finance of the City of
Livonia. Instructions to Bidders and Specifications for items required may be obtained at the
Office of the Director of Finance, 33000 Civic Center Drive, Livonia, Michigan.
Bidders may submit questions in writing to the attention of Gus Kandah, Purchasing Manager at
gkandah@Livonia.gov. No phone calls will be accepted.
Each proposal shall be accompanied by a bid bond in the amount of five percent (5%) of the
proposal, as security for the acceptance of the contract. Bid Bonds must be on the Michigan
standard form issued by an approved Surety Company.
All addendums will be posted on MITN Website. Any information not obtained from the
MITN website should not be relied upon. All bids must be submitted electronically in Adobe
Acrobat Format.
The City of Livonia seeks proposals for the following:
Placement of approximately 10,400 l.f. of 8” HDPE water main (5,100 l.f. by pipebursting,
5,300 l.f. by Directional Drilling), 18 gate valve and wells, 23 hydrants,
257 water services and curb boxes, abandonment of 5,300 l.f. of existing 8” water
main, removal and replacement of concrete pavement, restoration and other
miscellaneous items of work.
The prime contractor shall demonstrate that they have successfully completed the installation of
a minimum of 40,000 linear feet of 8-inch or larger water main by directional drilling, 20,000
linear feet of 8-inch or larger water main by pre-chlorinated pipe-bursting, and 20,000 linear feet
of 8-inch or larger water main by traditional open-cut methods within the last three (3) years of
similar scope in the State of Michigan. Failure to provide supporting documentation these
requirements will constitute an invalid bid submittal.
No bidder may withdraw his proposal within one hundred twenty (120) calendar days after the
date set for opening thereof. The right to accept any bid, to reject any or all proposals and to
waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may
be deleted due to unforeseen circumstances without compensation. Acceptance of any
bid does not constitute a binding agreement until a written Contract is signed by both parties.
The intention of Contract is to complete ALL work prior to Oct. 30, 2024 (or within
120 days of Notice to Proceed.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material,
and Maintenace and Guarantee Bonds.
