22012 - Statewide Transcription Services

The State of Colorado Judicial Department, by and through the Office of the State Court Administrator, referred to herein as “the Judicial Department,” issues this statewide Request for Qualifications to seek qualified provider(s) to provide transcription services of electronically recorded court proceedings. This RFQ seeks providers that are capable of serving one or more of the Colorado Judicial Districts located in the State of Colorado.  Providers are NOT required to serve the entire State, but may, if they are able to do so. This solicitation is intended to create a list of qualified providers available to work in Districts across the State of Colorado and is intended to supplement any existing State price agreements.  Current vendors already awarded state price agreements do not need to respond to this solicitation but are encouraged to do so.  The Judicial Department will move all Districts currently using these services to the agreements resulting from this solicitation.  Any existing agreements will be cancelled as of the start date of the new agreements.
 
Transcript lengths vary greatly from a few requested lines to more than a hundred pages. Estimated average length varies from 10-50 pages, but there is no way to predict or guarantee how many pages need to be produced.
 
The court requires transcripts to be prepared using set standards of formatting and with an extraordinarily high level of accuracy. Timely delivery of transcripts is also imperative. The delivery of completed transcripts is normally expected within 30 days after the request is made but may be required in 10 days or fewer. The dollar amount that may be charged for transcription services is set by Chief Justice Directive 05-03 and is not negotiable.  Vendors agree to comply with Chief Justice Directive 05-03 as may be amended periodically (hereinafter “CJD 05-03”).
