Specifications include, but are not limited to: 1. The city requests proposals from architectural and engineering design teams having expertise in large steel building construction and public recreational facilities. 2. The proposing design team should plan for a minimum of 8-10 meetings, (virtual meetings are an option) for project kick-off meeting, preapplication meeting with the City Planning and Development Office, City staff review at 35%, 65% 95% and 100% plan sets and other meetings as needed. The Design team should plan to provide City submittal and final approval of Site and Landscape Plans to include required architectural elevations, site drainage and traffic studies and phasing plan per the City’s Uniform Development Code for City review as well as submittal and approval of Engineering Plan Review (EPR) with all revisions provided as needed based on City’s review comments for final approval. All plans shall meet the requirements and standards of the most current edition of the City of Cheyenne Unified Development Code, City of Cheyenne and Board of Public Utilities Standards and Specifications and ICC Building Codes. 3. Development Processes: The site is currently being re-platted per the attached final plat map, and it is anticipated that the plat will be approved prior to commencing with civil and architectural plans. Per the attached pre-application notes there are two options for zoning the property appropriately for the proposed recreational facilities and include options for P-Public or CBCommunity Business with tradeoffs for higher/lower architectural requirements as well as other items such as setbacks. Consultants shall provide recommendations to the City regarding the appropriate zoning and the City will proceed with rezoning of the site as necessary. Consultant shall NOT be responsible for the re-zoning process. 4. Site Engineering: The site plan design shall accommodate two (2) 150-foot X 200-foot steel frame buildings (Phase I and Phase II) with only one building (Public Gymnastics Facility) and associated site amenities to be included for final bid package (Phase I). Site design shall include provision of boundary and topography survey as needed and include all necessary site improvements to include grading, on-site detention, water, sanitary sewer, access points, parking and circulation, pedestrian amenities, ADA, and landscaping. A plat for the property is currently underway which will adjust the boundaries of the site. See attached Final Plat map. Per the attached pre-application notes, both traffic and drainage studies will be required as well as all other engineering items listed in the notes. 5. Architectural Plans: The Phase I project for 100% building design and bid documents shall be for one (1) 150 foot X 200 foot building (approximate size), The building will require 2 restrooms with 5 stalls each for public use, a small office area, mechanical room and equipment storage room with the rest of the building programmed for gymnastics classes and events. The interior design of the building is expected to be limited. 6. Final Deliverable: City approved, Site and Landscape Plans, EPR and 100% architectural design, cost estimate and preparation of bid documents and building plans to obtain building permits for Phase I (Public Gymnastics Building) of the project. Selected design team shall provide bidding assistance and assist with answering Contractor questions and preparing Addendum.
