Specifications include, but are not limited to: The Residential Services Program (RSP) shall provide gender-responsive residential care, service delivery, and case management services with core service components, including treatment. The program is to serve Female correctional clients under the care and supervision of DCC. The RSP facility is a community-based residential facility (CBRF) as licensed under DHS 83 and provides 24/7 care, supervision, and staffing. The RSP supersedes what the DOC has historically referred to as a halfway house. Programming efforts at the facility are to utilize available research and best practices that align with evidence-based principles of effective intervention. The Vendor will have regular contact and ongoing communication with the referring agent, program liaison agent, corrections field supervisor, and DCC contract administrator. In addition, the program needs to maintain close communication with community resources and participants' support systems so that each participant can successfully reintegrate into less structured or independent settings. RSP clients will be referred by DOC based on criminogenic needs scales indicating medium to high risk needs. Female offenders with a targeted criminogenic need will be placed in the proposed program. Some program participants may have identified responsivity issues, such as stage of change, DCC rules and conditions, cultural diversity, and learning disabilities/cognitive limitations. Learning styles and needs may require reasonable accommodations in the program. Other factors considered in referrals shall include convicting offense behavior(s), prior record, other prior history, indicators of imminent relapse, availability of resources, or other case contingencies.
