Specifications include, but are not limited to: Proposal for the design, construction, implementation, support and maintenance of an interoperable Project 25 (P25) Phase 1 and Phase 2 VHF/700/800 MHz radio communications system (System). This System shall provide radio coverage to state and local government public safety agencies and certain non-governmental public service entities throughout Wisconsin. The State intends to purchase a statewide interoperable communications system to be used as the primary radio communication system for state agencies. Local and municipal first responders may also use the System for primary radio communications. The System shall meet subscriber expectations through high reliability, fault tolerance, scalability and efficient, effective application of new and evolving interoperable communications technologies. Providing radio coverage to meet the needs of public safety entities who are daily and interoperable users; Repairing, replacing and/or otherwise enhancing the current Wisconsin Interoperable System for Communication (WISCOM) system and backhaul to provide capacity for those subscribers; Providing robust connection solutions allowing local systems to interoperate with the statewide interoperable communications system.
