Specifications include, but are not limited to: The Contractor shall ensure that all fires have been completely extinguished before leaving the project site each day, and shall return on subsequent days if necessary until Contractor is certain that the fire is completely out and no hot spots remain. If local fire department or DNR fire suppression resources are called to the burn unit and are required to take suppression action associated with the prescribed burn, the Contractor will be liable for any incurred suppression costs. Firebreaks. The Contractor is responsible for the construction of firebreaks listed in the DNR Prescribed Burn Plan for each burn unit in the contract. Firebreaks shall meet or exceed the minimum width as stated in the DNR Prescribed Burn Plan. The Contractor shall utilize the firebreaks listed in the DNR Prescribed Burn Plan for each burn unit in the contract. If the Project Manager is responsible for firebreak construction, the Department makes no statement, promise, or guarantee that a particular firebreak is in fact suitable for this purpose. It is the sole responsibility of the Contractor to inspect all fire breaks prior to commencing prescribed burn operations for adequacy and ability to contain prescribed or wildfire with the equipment and personnel required and assigned, regardless of wind direction and other burn parameters. Materials. The fuel to be used in drip torches should be a mixture of diesel/gasoline that can be used to spread fire through vegetation in a safe, controllable manner. Smoke Management. The Contractor shall consider all smoke-sensitive areas (hospitals, airports, schools, etc.) outlined in the Department’s Prescribed Burn Plan, and conduct the burn on days where wind direction is expected to cause minimum impact on those smoke sensitive areas. Equipment. The Contractor shall meet or exceed the minimum equipment requirements as stated on the Department’s Prescribed Burn Plan or provide an approved equivalent equipment combination. The capacity and adequacy of such equipment shall be determined by the Prescribed Burn Plan Technical Reviewer based on the ability to contain fire in the fuel types listed in the Burn Plan as being present in the burn unit and adjacent units. Equipment for fire control shall be free of plant material from previous work sites. All equipment used by the Contractor shall be subject to inspection and acceptance by the Project Manager (upon request) prior to its use.
