Specifications include, but are not limited to: The City of Madison is soliciting proposals from qualified firms to provide an assessment regarding the feasibility of building of an anaerobic digester facility capable of processing the region’s organic wastes. The primary waste stream for this facility will be source separated food wastes from households, restaurants, grocery stores, and food production facilities. The size of the facility will be able to process an initial capacity of 20,000 tons of organic wastes a year with an ability to expand processing capability to 40,000 tons. The assessment will include an analysis of the financial value of the biogas produced from an organic wastes anaerobic biodigester if the gas is transported to the Dane County Rodefeld Landfill for injection into the TransCanada interstate pipeline. The assessment will also include an analysis of the financial value of the solids produced by this same digester. The assessment will include anaerobic digester facility design recommendations, including capital costs, that would best fit the source separated organic wastes input, including pre-processing options to create a clean feedstock whereby the digestate byproduct would be suitable for composting. The assessment will also assess potential locations at or near the Rodefeld Landfill campus where a digester facility could be sited. And include a 10 and 20 year pro forma operating budget for the facility. The selected Consultant is expected to work closely with City staff as part of the project team to successfully complete this study.
