Specifications include, but are not limited to: Child Find, Referrals and Eligibility: Birth to Three referrals and clients should receive necessary assessments and service provision in accordance with IDEA, Part C Indicators and timelines. The Provider completes the necessary steps to determine eligibility for Birth to Three services. This process will involve Screening, Evaluation and Assessment of a child as needed to make a determination of eligibility as outlined by State and Federal guidelines. Reference guidelines established by State Birth to Three team in accordance with Chapter DHS 90, IDEA Part C and OSEP regulations. Each county has established a referral network, which helps find children with developmental concerns. Parents are a part of the referral network. It is often parents who are the first to be concerned about their child's development. Other members of the referral network are doctors, nurses, hospitals, clinics, schools, early childhood programs, family child care, child care centers, and other organizations or agencies.
