Specifications include, but are not limited to: provide leadership and management training to rural EMS Service Directors and other crew members who are interested in service leadership/management. ; Base the training on a curriculum of their choice, which must address the following topics, at a minimum: budgeting, recruitment and retention, billing, call schedules, continuing education, procedure manuals, quality improvement, and public relations. Provide clear learning objectives for the training sessions, based on their curriculum. Develop and administer post session assessments of the participant’s management and operational capacity, to track changes in behavior and understanding of concepts. Conduct 3-4 management training sessions with expected total attendance of approximately 25 participants each. Meet with each selected agency at least twice to review current TCD practices and policies, focusing on those on which the agency rated themselves low. The contractor will identify those TCD attributes that can be improved, explain the reason the agency should consider new policies and how this can impact patient care and outcomes. In conjunction with the agency service director and medical director, develop a plan to implement new practices, including a staff training program as appropriate. Train agency staff on using the WARDS Elite system to produce reports and work with staff on using WARDS data for quality review and improvement. Coordinate changes in agency practices with the agency’s receiving hospital(s), including the Emergency Department director and other hospital staff, as appropriate.
