Specifications include, but are not limited to: 4.5.2.1 The Vendor shall create a West Virginia Pay Card program in cooperation with the STO and SAO. 4.5.2.2 West Virginia Pay Cards will be issued to only the Program Participants designated by the SAO for inclusion in the Pay Card program. 4.5.2.3 The Vendor must make Pay Card available to all State employees receiving payroll. 4.5.2.4 The Vendor must provide the Pay Card program at no cost to the State. 4.5.2.5 The Vendor shall issue initial Pay Cards at no cost to the cardholder except for the fees listed on Attachment C, Cost Proposal Form. 4.5.2.6 The Vendor shall not charge a monthly account fee to the State or the cardholder. 4.5.2.7 The Vendor shall hold all funds in an account that is owned by the cardholder and fully insurable to each cardholder as opposed to the State.
